A governor-appointed board of six trustees sets APFC policy. Alaska law provides that the APFC Board be comprised of four public members, the Commissioner of Revenue and one additional cabinet member of the governor's choosing. Public members serve staggered four-year terms.

Mr. Frank has worked in banking and real estate, and now owns and operates Rivers Edge Resort in Fairbanks. He was elected to the State House in 1984 and to the Senate in 1988, where he served two 4-year terms. He has served on the Fairbanks Convention and Visitors Bureau Board, Alyeska Pipeline Company President's Community Panel, and Catholic Schools-Monroe Foundation Board of Directors. Mr. Frank was born and raised in Fairbanks. He studied at the University of Washington and the University of Alaska Fairbanks, where he earned a bachelor's degree in business administration. He was appointed to the APFC board in 2003 and reappointed in 2004 under Governor Murkowski, to a seat that expires in July, 2008. He has served as vice-chair since 2004 and was elected Chair in September 2007.

Mr. Moran is President and director of First Bancorp, Inc., and has served as Director for Community Bancshares since 2001. His community activities include the Ketchikan Pioneers Home Foundation, First City Players and British Petroleum Community Advisory Board. He is a member of the Alaska Bankers Association and the Alaska Forest Association. Mr. Moran holds a degree in Business Administration and Finance from the University of Notre Dame. He and his wife Anita have two grown sons. Mr. Moran was appointed to the APFC board in November, 2006, by Governor Murkowski, to a four-year term which expires in November, 2010. Mr. Moran was elected vice-chair in September 2007.

Nancy Blunck is a Certified Financial Planner® and owner of Blunck Financial, an Anchorage-based financial planning and investment management firm. She had previously worked in public policy planning: at the Anchorage Borough as transportation planner, for the U.S. Interior Department on D-2 legislation implementation, and for the Alaska Public Forum, established by Governor Hammond to provide a neutral mechanism for public participation regarding the Permanent Fund. In that role, she traveled statewide to listen to Alaskans about the Permanent Fund, subsistence, and funding state government when oil revenues decline. Ms. Blunck earned her Bachelors degree from Iowa State University, her Masters degree from the College for Financial Planning. She cofounded the Aegis Group, a knowledge-sharing network of financial planning and management firms in eleven states. Ms. Blunck was appointed to the APFC board in September, 2007 by Governor Palin, for a four-year term.

Mr. Brady has been an insurance executive in Anchorage since 1967. His is currently Managing Director of Marsh USA, chair of the Board of Alaska Sales and Service, past chair of Alaska Pacific University board as well as a former national Trustee of Boys and Girls Clubs of America, former Chair of the Alaskan of the Year Committee, Director of the Salvation Army, Director of the Cancer Society Board, a charter member of the Aviation Hall of Fame. Mr. Brady and his wife, Pamela, have four children. He served on the APFC board from 1990-1995 under Governor Hickel, serving as chair from 1992-1993. Mr. Brady was again appointed in 2003 by Governor Murkowski, and was reappointed in 2005 to a seat that expires in July, 2009. He has served as chair since 2003.

Mr. Galvin was a private practice attorney focusing on municipal, corporate, and tribal law. He earned his Bachelor's degree in Visual Arts and Quantitative Economics from the University of California, San Diego, a Law Degree from the University of San Diego, and an MBA from San Diego State. Mr. Galvin served as Director of the Division of Governmental Coordination, overseeing the Alaska Coastal Management Program, and also served as a Petroleum Land Manager for Department of Natural Resources. Mr. Galvin was appointed Commissioner of the Department of Revenue and to the APFC board in December, 2006, by Governor Palin.

Emil Notti is an engineer, prominent Alaska Native leader and Alaska public servant. He graduated from Northrop University with a dual degree in aeronautical and electrical engineering, and also holds an Honorary Doctorate degree from the Alaska Methodist University. He was first president of the Alaska Federation of Natives, past president of Doyon Limited, former Commissioner of the Department of Community and Regional Affairs; 30-year board member with the National Bank of Alaska; and Veteran of the United States Navy. In February, 2007,Governor Palin appointed Mr. Notti Commissioner of the Department of Commerce, Community and Economic Development, and to serve on the APFC board. Mr. Notti also held his commissioner's position 1985-1986.
