Richard D. Shafer, CFA

Rick Shafer, Chief Investment Officer of the Alaska Permanent Fund Corporation (APFC) advises the Board of Trustees on investment policy and procedure, oversees investment process and portfolio structure, has direct oversight of the Fund's absolute return, private equity, distressed, and infrastructure assets, as well as supervises a staff of 10 investment professionals. He reports to the Executive Director. The APFC uses external managers except for the internal management of core fixed income comprising 21% of assets.

Mr. Shafer has been with the APFC since 1999. Prior to becoming Chief Investment Officer in 2003, Mr. Shafer served as Manager of Fixed Income for more than three years. In that capacity, he advised the Fund on fixed income investment policies, directly managed fixed income assets and staff, and oversaw external fixed income managers.

Mr. Shafer's career has spanned portfolio manager and supervisory fixed income investment positions with several large insurance companies, including Lincoln National, Aetna, and The Hartford. He has more than 25 years of investment-related experience. His duties have encompassed security analysis of stocks and bonds, trading, asset-liability analysis, client service, and total return portfolio management. Mr. Shafer has served on investment committees with oversight responsibility for all asset types.

Mr. Shafer attended Stanford University and Dartmouth College. He received his Bachelor of Arts degree from Dartmouth in 1973. He has earned the Chartered Financial Analyst designation.
